This overview by the Providence Plan of student mobility in RI cities, with Central Falls on page 1, is pretty awesome. It is a little vague in some respects though. I think it is saying that 13% of students in Central Falls (432 of 3305) left and did not reappear in another Rhode Island school during the 2007-2008 school year. Plus there were 61 cross-district moves during the year in a high school of 981 students.

You want to turn around Central Falls HS, fine -- but you've got to deal with every single kid. There's no place to pawn them off.
