If We Could Literally "Trap" Kids in Bad Schools, It Would Be a Lot Easier to Improve Them

High transience and absenteeism are difficult to deal with.

"School Choice" in New York, sets up poor neighborhoods. They no longer have a school to blame... or to improve. Choose another, right? Who cares if all the choices are the five of clubs.
