I'll throw my two cents in here (because it's more convenient for me).
Converse to your argument, the agenda for proprietary software is CONTROL. Unfortunately too often, I think that is education's agenda too. I wonder just how comfortable administrators and teachers really are with the concept of relinquishing control. Not very is my guess - it probably scares them to death.
And just to be clear: empowering is not the same as relinquishing control. Empowering is much less comprehensive.
